Indonesia inaugurates upgrades to Balikpapan Refinery

The President of the Republic of Indonesia, Prabowo Subianto, inaugurated the Balikpapan Refinery Development Master Plan (RDMP) Integrated Energy Infrastructure, a National Strategic Project that marks a significant milestone in strengthening Indonesia's energy security and sovereignty. The inauguration took place at the Pertamina Refinery in Balikpapan, Kalimantan, on January 12 2026.

At the inauguration, the President emphasised that the development of integrated energy infrastructure represents Indonesia's progress in maintaining sustainable energy independence for the people, industry, and the national economy.

The project, which requires an investment of approximately Indonesian Rupiah (Rp) 123 trillion, is the largest RDMP project in Indonesia. This programme is expected to increase Balikpapan Refinery production to 360 000 bpd, from the previous 260 000 bpd.

“Today, we are inaugurating the Balikpapan Refinery RDMP, which is part of the President of the Republic of Indonesia's Asta Cita (Asta Cita) to achieve energy independence. With the operation of the Balikpapan RDMP, we can reduce our dependence on imported fuel and LPG and produce products with EURO V-quality, which are more environmentally friendly,” said Energy and Mineral Resources Minister Bahlil.

PT Pertamina (Persero) President Director Simon Aloysius Mantiri stated that Pertamina's Integrated Energy Infrastructure (RDMP) Balikpapan comprises upstream and downstream projects. Integrated facilities include the RDMP, the Senipah pipeline, and the Tanjung Batu Fuel Terminal.

The Balikpapan RDMP has achieved several important milestones related to the completion of units and supporting facilities, including the Single Point Mooring (SPM), a floating dock for mooring large crude oil carriers. Furthermore, the refinery's main facilities are the crude distillation unit (CDU) and the residual fluid catalytic cracking (RFCC). The CDU is a crude oil processing unit through a distillation process, while the RFCC is capable of converting residue into high-value products.

Another part of the RDMP is the construction of two new giant crude oil storage tanks at Lawe-lawe, each with a capacity of 1 million bbl.

“The Balikpapan Refinery's processing output will be of higher quality, meeting Euro V standards, which means it is more environmentally friendly and reduces emissions,” Simon Aloysius Mantiri added.

This project is also integrated with the 78 km Senipah-Balikpapan Gas Pipeline, which will supply raw materials to the refinery. Meanwhile, the Tanjung Batu Fuel Terminal will serve fuel distribution to eastern Indonesia.
